As discussed during today's sprint planning meeting, I'd like to track engagement
with our target users on the team wiki to complement our product roadmap's
milestones around recruiting/engaging users. It might makes sense to have this in
the same section as the roadmap doc and increment planning (from this original
email). Below are inputs to get started.

Consistent with our product roadmap, we aim to have at least 3 users (including
WYDOT) engaged by the end of April 2017, and at least 6 users by the end of December
2017. "Engaged" means they are actively providing user stories as part of our sprint
process and testing/using code. The following is a list of potential users and
status of discussions.
